The Palmetto Association for Children and Families (PAFCAF) is a non-profit 501(c)(3) membership organization that was established in 1986 and originally known as the South Carolina Association of Children’s Homes and Family Services. PAFCAF's members are private sector (both not-for-profit and for-profit) organizations that offer a wide continuum of services, including emergency shelter care, residential treatment, group care (intensive, intermediate and low management), therapeutic foster care, supervised independent living, wrap-around services, and community-based prevention services. Children who receive services provided by PAFCAF members include those who have been neglected or abused, those who are medically fragile or have other physical or mental disabilities, and those who are emotionally disturbed or delinquent. Children in care may have experienced numerous out-of-home placement attempts, previous inpatient psychiatric care, sexual or physical trauma, criminal justice involvement, or some other mental illness. The challenges of caring for these children are great. PAFCAF promotes the best care possible for children with a magnitude of complicated physical or behavioral health conditions. Each child is affected by such difficulties in a variety of ways. Out-of-home placement may be necessary in order to manage the complexities of the child’s care.
PAFCAF exists to help its members provide high quality services. It was created to unite providers of services to children and their families and to give them an organization through which to work collaboratively to strengthen the system of care for children. The Board of Directors has adopted a Code of Ethics to promote high standards for services, professional development, advocacy for the children served by the system of care, supportive services for members' programs and staff, and information regarding resources for children and families. The Association has a unique identity in the state and is actively involved with policy and program development as it relates to our members and their needs. It is also significantly involved in monitoring and shaping child welfare legislation and appropriations.A
The mission of the Palmetto Association for Children and Families is to serve as a united force to improve the conditions for children and families in South Carolina and to assist member agencies in the accomplishment of their missions.
